The acts were the direct result of claims that the treaties made by the United States were not respected by that government. However, the federal government was unable to stop settlers on a distant frontier from violating Indian rights. In fact, states argued that the federal government was guilty of overstepping its authority, as the King of England had done in 1763 when striking the Proclamation Line. INTRODUCTION • xlix In 1787, Congress passed the Northwest Ordinance, which stated that the United States would observe the “utmost good faith” when dealing with Indians and that only “just and lawful war” was grounds for an invasion of Indian lands.

The Shawnees’ relationship with the Creeks brought them into close contact with British traders. With a new trading partner, the Shawnees felt prepared to regain their vacated Ohio River Valley homelands. However, by the middle of the 18th century, the Ohio Country had become a virtual battleground and the home to displaced Delawares, Mingoes, and other groups seeking a reprieve from European wars of supremacy. Some tribes split over European alliances. New communities formed as militants from various tribes joined forces to form multitribal groups, and others still sprang up as the dispossessed sought the safety that came with increased numbers.
