Although required under PRSA bylaws both to report violations of fellow members and to appear as witnesses in code hearings, many members refused to participate. Additionally, many PRSA members accused of violations either resigned their membership in PRSA, thereby precluding further action by BEPS, or refused—often through their attorneys—to take part in the grievance process.
