Here, TEDA will play a pivotal role. In response to the State Council’s mandate, TBNA’s and TEDA’s leaders have set out to transform TEDA from an industrial-park complex into a state-of-the-art science and engineering (S&E) center for high-impact emerging technologies. TEDA will help TBNA meet the second of the State Council’s objectives: to see TBNA become a hub in northern China for cutting-edge R&D. Being state-of-the-art means being among the best in the world. This ambition extends beyond being a national S&E leader to being a global one.

TBNA is also to explore new means of reforming the financial sector and to pursue innovative environmental initiatives. Become a Center for Modern Manufacturing, Cutting-Edge R&D and Technology Incubation, and International Shipping and Logistics TBNA and TEDA are firmly established as a regional manufacturing powerhouse. Yet they have accomplished this on the basis of low-cost, low-tech, labor-intensive manufacturing. Manufacturing will continue to play an important role in TBNA’s development strategy as a special pilot zone.
